Ramchand Ramcharan is currently a part-time tutor at SBCS in the Heriot-Watt Edinburgh Business School MBA programme, in Project Management, Strategic Planning, Strategic Risk Management and a facilitator for Project Management Professional (PMP) and Certified Associate in Project Management (CAPM) as well as courses in Operations Management and Purchasing with Business Ethics for Business Professionals.

Ramchand Ramcharan held positions of Director, Programmes and Change Management, Director, Human Resources and Director of Corporate Development with the Water and Sewerage Authority (WASA) of Trinidad and Tobago. In those positions, he was responsible for Capital Investment, Strategic Planning, Health and Safety, Tariff and Regulations, Organisational Development and Water Resources. In addition, he worked in a senior management position at the Education Facilities Company Limited, responsible for the construction and maintenance of schools in Trinidad and as a Project Manager with Trintoplan Consultants Limited on the construction of the Caroni Arena Water Treatment Plant.

He holds a Bachelor of Science degree in Civil Engineering from the University of the West Indies, a Masters in Business Administration from Henley/Brunel University, London, and is PMP-certified.

Mr Ramcharan has led a cross-functional/inter-ministerial team in securing a US 296-million-dollar loan from the Inter-American Development Bank to construct key wastewater facilities and for Institutional Strengthening in WASA. A key feature of this loan was ensuring that the conditionalities of the loan and IDB procurement processes were fully satisfied.

Other than the IDB projects, he was responsible for the capital investment programmes to the value of about two billion dollars over a period of five years, funded by the Public Sector Investment Programmes, which included other than technical projects, Enterprise-Wide Risk Management, Business Continuity Planning and Institutional Strengthening and Customer Information System. He was responsible for all programmes and projects throughout the project life cycle. As part of the institutional strengthening initiatives, he was instrumental in establishing collaboration with Singapore Water, Uganda Water and Aquagest from Spain.

Mr Ramcharan is well trained in the use of FIDIC Forms of Contract including that for Construction, Design-Build, Turnkey and for engagement of Professional Services and has institutionalised those forms of contract as standards in WASA. He has extensive experience in the public sector over 30 years, in the selection of the project portfolio aligned to the strategic plans, selection of types of contracts, preparation of tender documents, evaluation of tenders, negotiations, and contract administration. He has extensive knowledge of corporate governance frameworks as well as public sector regulations.

He has also taught on the Heriot-Watt Edinburgh Business School MBA programme, in Developing Leaders and Managers. As well, he delivered tutoring on the MSc Construction/ Facilities Management programme in Project Management Theory and Practice, Strategic Issues in Project Management, Risk and Value Management and Construction Financial Management. He served as the local dissertation supervisor for the MSc programme. He was also a tutor on the Henley MBA programme in Operations Management and Project Management and in the Chartered Institute of Purchasing and Supply (CIPS) programme in Project Management as well as in the ACCA programme, Strategic Business Leader (SBL).

Mr Ramcharan has delivered six papers at CWWA and PMP local chapter conferences on strategic planning and project management topics, conducted workshops for SBCS on Nurturing High-Performance Teams and prepared workbooks for delivery of other programmes like Procurement and Contract Management and Negotiations.

Mr Ramcharan is a certified PMP tutor as well as participated in the ACCA training workshop for SBL.
